    Uninstall all versions of java and minecraft first, make sure your pc is completely clean of any partially installed/uninslatted versions. Then try again. Also, after you install it again, make sure you are using the correct version of java, (their website should tell you so).

    Try this;
    in CMD do: java -version
    if it can't get a java version do the below.
    ________________________________________________________________________________________________
    1. Right click Computer
    2. Click properties
    3. Click "Advanced system settings"
    4. Click "Environment Variables"
    5. Under system variables, find the Path variable
    6. Click edit, and append to the end of the value: ";C:\Program Files (x86)\Java\jre6\bin"
    7. Now re-open the command prompt and try again.

    did you try running the verify java version tool from their website? This will tell you if you have any out-dated or incompletely installed/removed versions.
    I believe this is the link http://www.java.com/en/download/installed.jsp
