What kind of thread are you trying to make? For example, if you wanted to create an off topic thread you would hit Forums at the top of the screen, post thread, insert a title and message, and hit post thread.
If you want to add a poll, go to the bottom of the Create Thread page and insert a question. Next, you can add answers you want people to choose from. You can set a date when the poll will close, or have it stay open. When you post the thread, people will be able to vote on your question.
