No it doesn't. I tried to tp to my friend and his teleportation was disabled. Maybe people are just doing something like /island warp Veizzo.
I mean that everyone can global chat, which means that non-donators don't need to pay to speak to everyone.

No, because there was a reset, everyone has to start from the beginning again, so it's fair for everyone.
I think you should add shout back but everyone can do it. Just like the Creative shout chat. Otherwise the entire chat gets spammed and it's quite annoying. :/
This server has taken out some of my favorite features, I am very unhappy, and I have lost the point of this game.
The chat is better now because you now don't have to be a donator to advertise your shop since chat is global. This makes chat a more appealing feature for new comers an frequently playing non-donators. So it will not likely be changed.
Is there any way to get the old warps back? Does it have all the plugins? Like can we run this on a personal server?
I'm not sure when or if it has happened already, but if you poke around forums a little, you will find the download to the old world. However,it won't have plugins installed or warps set.
